哪些country和地区需要办-理领馆双认证？
目前，要求领馆双认证的country和地区主要集中在南美、中东、非洲等country和地区，一些欧美country也正加入到这一行列中来。主要country有阿根廷、埃及、墨西哥、沙特、阿联酋、阿曼、巴西、科威特、秘鲁、伊朗、印度、俄罗斯、卡塔尔、玻利维亚、希腊、波兰、哥伦比亚、伊拉克、泰国、菲律宾、厄瓜多尔、约旦、利比亚、土耳其、巴基斯坦、缅甸、智利、委内瑞拉、叙利亚等。
哪些领馆要求所有双认证的商业文件须提交一式两（多）份？
菲律宾、泰国、委内瑞拉、土耳其、古巴等country驻华领馆规定，对申办领事双认证的文书需要留存归档，且存档的文书也要经过我国外交部领事司办-理领事双认证。向上述外国驻华领馆申办领事双认证时，应按要求一式两（多）份的原件，办-理领事双认证。
领事双认证的过程就目前程序来说，跨国使用的文书一般需要三个环节层层双认证，才可以发生域外法律效力。
（一）、公证、双认证环节：指一国的公证机构或相应机构根据当事人的申请，依照本国法律规章对民事或商事法律行为，法律事实的文书进行书面证明的行为。
（二）、外交部双认证环节：指文书出具国外交部对该公证机构或相应机构出具的文书上的签名或印章的真实性进行确认。其目的是使一国文书易于在文书使用国驻外国的外交、领事机构办-理领事双认证，并且在一定程度上行使把关职能，维护一国文书的性。
（三）、领事双认证环节：指公证文书使用国驻外国的外交领事机构，对文书上文书出具国Zui..后一个签名或者印章真实性的确认和证明。这是文书发生域外法律效力的关键环节。
领事双认证的整个程序要经过中国贸促会或公证处、外交部及使、领馆双认证三个双认证过程，所需时间、要求和费用按照各个使、领馆的要求各不相同，企业应尽快办-理，以避免延误而造成损失。
The process of consular dual authentication As far as thecurrent procedures are concerned, documents used across countriesgenerally require three stages of dual authentication before theycan have legal effect outside the territory.
(1). Notarization and dual certification link: refers to acountry's notarization agency or corresponding agency in accordancewith the party's application, in accordance with the laws andregulations of the country to provide written certification ofcivil or commercial legal acts and legal facts.
(2) The dual certification link of the Ministry of ForeignAffairs: the Ministry of Foreign Affairs of the country where thedocument is issued confirms the authenticity of the signature orseal on the document issued by the notary institution orcorresponding institution. Its purpose is to make it easier for acountry's documents to be certified by the diplomatic and consularagencies in foreign countries of the country where the documentsare used, and to exercise the gatekeeping function to a certainextent to maintain the authority of a country's documents.
(3) Consular dual authentication link: refers to the diplomaticand consular agency of the country where the notarized document isused in a foreign country, which confirms and proves theauthenticity of the last signature or seal on the document. This isthe key link for the legal effect of the instrument outside theterritory.
The entire procedure of consular dual certification has to gothrough the three dual certification processes of the China Councilfor the Promotion of International Trade or the Notary Office, theMinistry of Foreign Affairs and the dual certification of embassiesand consulates. The required time, requirements and costs varyaccording to the requirements of each embassy and consulate.Therefore, Enterprises should do it as soon as possible to avoiddelays and losses.
